Ok, first off, the woman. She feels incredibly forced: the breasts are protruding as if they're full of helium, she's leaning forward at an odd angle, her legs are spread as if she's about to squat (why?), and the cameltoe is just ridiculous. The scene feels like a crucial and pivotal strategic meeting, and then suddenly there's this painfully forced hyper-sexualization that feels straight out of hentai. She completely spoils any cohesive theme or feeling you might have been going for with this image.
If we ignore her, the image becomes much, much better. I love the composition and the skill in the lines and colors. The shadows and diffuse light is done very well, and I love the hologram in particular. I also like the concept and implied story: it feels tense, important.
Overall: 5/10 If you fixed the woman (i.e. ramped down the sexualization), it would easily be an 8/10, possibly 9/10
In this case, you must know that Miranda Lawson, which is the woman's name, was genetically engineered to be the perfect human, which is something very much possible in the Mass Effect's universe, in year 2200+. She was meant to be hyper-attractive by human standards, since it's one of the crucial characteristics of the perfect human (by her creator's vision, that is). She's also very clever, strong, she's a powerful biotic (which is Mass Effect's toned-down analogue of a mage), a capable leader and tactician. Beyond that, she has serious self-image problems due to always being pressed to achieve more by her genetic legacy, as well as experiencing heavy sorrow over her genetics-induced disability to procreate; her mother instinct she instead uses to care deeply about her little sister, conceived in the usual way. That's all to say, she's much more than just a pretty face and nice body.
That being said, I agree: on the picture, she's been sexualized much more than in the games. I don't remember whether there was a cleavage window on her uniform (which is still rather tight around her body), but there certainly was no cameltoe.
Don't take it so serious, it's just a drawing, you know Metal Hurlant/Heavy Metal magazines?, I like that kind of stuff, among other things too. I tried to apply some of that type of stuff into my work, also experimenting, and I find it funny. Some people don't mind it, some people like it, and some don't, I see that you like the style, atmosphere and setting, and I agree that is over the top and makes it silly, I must have some other similar work with what you are looking for, and also have some stuff that you won't like one bit xD.
(also I thought about fixing it, the camel toe jokes are getting repetitive)
